Competition Rules - RULE 26. Citing procedures

Rule 26.1 Any Participant may submit a Citing Report on any alleged breach of the Laws of the Game, these Rules or the ARU’s Code of Conduct, by completing and signing the appropriate form and submitting that Report to the Union in the proscribed manner.

Rule 26.2 The person initiating a Citing Report must have been a witness to the incident and must not submit a Citing Report solely upon the request of others.

Rule 26.3 A Citing Report must be lodged in writing with the CEO of the Union by 5:00 pm on the first Business Day following the alleged breach.

Rule 26.4 Except where a Citing Report is made by a Referee or by a Director of the Board who is not associated with either club participating in the Match in question , the Citing Report must be accompanied by a deposit of $200, which will only be refunded if any aspect of the alleged breach is upheld.

Rule 26.5 Upon receipt of a Citing Report, the Union may seek to obtain a report from the Referee to ensure that the matter has not already been reported or dealt with during the course of the Match. A Citing Report is not intended to be an opportunity to referee an incident or its interpretation if already detected and/or dealt with by the Referee.

Rule 26.6 If not already dealt with by the Referee the Citing Report will be referred to the Judicial Committee and the Judicial Committee Chair (or nominee) will first determine whether or not there is sufficient or reasonable evidence to justify the calling of a Participant before the Judicial Committee on a Citing Report.

Rule 26.7 Any person who is the subject of a Citing Report:

(a) must be given sufficient notice to report before the Judicial Committee, preferably within 7 days of the Citing Report and, where possible, this appearance will be at the normal Judicial Committee sitting times under these Rules;

(b) and who is a Player may play in any Match until they appear on the date set down by the Judicial Committee;

(c) who does not appear at the scheduled Judicial Committee session will be ineligible to play or participate in any Match until such time as that person does appear before the Judicial Committee;

Rule 26.8 The Judicial Committee will hear and determine the matter the subject of the Citing Report and may impose any penalty considered appropriate including a fine and/or period of suspension from all or any capacity in relation to rugby union in South Australia;

Rule 26.9 Any decision of the Judicial Committee under this RULE 26 may be the subject of appeal under RULE 28.
